Determinants of Industry-related Healthcare Legislation: a qualitative comparative study

This study aims to identify combinations that determined healthcare industry-related legislations in the 18th and 19th Korea National Assembly. We analyzed 59 legislations using qualitative comparative analysis based on the Extended multiple streams theory. We found that the healthcare industry bills were more likely to be approved in necessary conditions that organizational politics were favored; scientific politics was lack; economic politics opposed or reserved; and politician¡¯s politics was supportive. To better understand the study finding, we additionally conducted a comparative case study on the bills of Regional Public Hospitals and telemedicine implementation. This study contributes to existing literature by overcoming generalization embedded in case studies and proposing legislative suggestions in reality that quantitative studies are rarely achieved. Future study may need to apply the model to the other legislations including social welfare bills.
